The General Introduction to Christian Initiation lays it down for bishops:
12. Bishops are the chief stewards of the mysteries of God and leaders of the entire liturgical life in the Church committed to them. (Christus Dominus 15) This is why they direct the conferring of baptism, which brings to the recipient a share in the kingly priesthood of Christ. (Lumen Gentium 26) Therefore bishops should personally celebrate baptism, especially at the Easter Vigil. They should have a particular concern for the preparation and baptism of adults.
These would be my additional suggestions for the bishop:
1. When making annual visits to parishes, he should celebrate communal infant baptisms with the pastor.
2. He should meet with his diocese’s catechumenate directors at least once a year, making sure they know his diocesan role as “director of baptism.”
3. He should strive for some presence with catechumens or the newly baptized in addition to the Rite of Election and the Easter Mass of Neophytes–once or a few times a year.
