The bishops place their plan for evangelization within a context larger than our parishes and the Church in the US. Evangelization is truly a universal mission of the universal Church.
Evangelii Nuntiandi 60 is cited:
Unless evangelization is done in the context of this universal Catholic community, it is incomplete.
The section concludes by the bishops “urging” American Catholics to keep this in mind. The danger of evangelization is drawing people not into the Church and to Christ, but to particular human personalities (like a pastor who serves for a period of time, then leaves) or parish programs (like an RCIA effort that integrates new Catholics more or less exclusively into a team and enclosed ministry effort).
