The US Bishops discuss their support for adult faith formation with their third objective for dioceses in Our Hearts Were Burning Within Us:
The diocese will allocate adequate personnel and resources for carrying out the mission of adult faith formation in the diocese. (164)

a maintenance of current faith formation resources and makes them available for parish review and use. (167)
Obviously, larger dioceses are better equipped to provide a variety of clergy, lay people, and other professionals to fill out these roles in paragraphs 165 and 166. A strong intent on the part of bishop and diocese can be enough to make up for a lack of personnel. Making sure resources are available for parishes that want them is vital, plus the publicity for that resource library. Also important I think would be stressing the importance of adult formation when new personnel are ordained or hired.
