Laudato Si 173: Balancing National Sovereignty With International Agreements

Earth from Apollo 8The encyclical letter Laudato Si is available here on the Vatican website. One of the biggest obstacles to action:

173. Enforceable international agreements are urgently needed, since local authorities are not always capable of effective intervention. Relations between states must be respectful of each other’s sovereignty, but must also lay down mutually agreed means of averting regional disasters which would eventually affect everyone. Global regulatory norms are needed to impose obligations and prevent unacceptable actions, for example, when powerful companies dump contaminated waste or offshore polluting industries in other countries.

So nations must come to an internal consensus on action–that will give the right motivation without the sense of imposition by the more powerful.

Of course, the question begged is “enforceable”: within a state – which has the power of the sword to back up judicial orders – there is a match between executive and judicial authority (unless the state has failed, of course). But internationally, while there is a judicial mechanism, there is no executive mechanism to match it. The UN only has the power of the sword that the Security Council permits/authorizes. We’ve seen how robust that is….

    “Global regulatory norms are needed”

Of course. But it won’t happen until humanity is convinced it must respect what the science tells us about Climate Change and evolution.

    1. Prophecy of Christian Armageddon is exciting to the most religious. The second coming of Jesus should not be interrupted by solving problems before they can bring about the end times. Christianity will reign supreme. Creationism and Dominionism are rampant theories in America today.

    2. Prophecy of Islamic Armageddon is exciting to the most religious Muslims. The coming of the “Hidden Imam” is incredibly exciting to Muslims. Islam will reign supreme in the new kingdom.

Though the Catholic Church has learned to embrace science in the last hundred years or so, most of Christianity, Hinduism and Islam are hooked on Dark Age notions of rejecting data contrary to doctrine.
